The “Meaningful Community-Centred Connectivity” (CCC) project is part of the Local Networks (LocNet) initiative, led by the Association for Progressive Communications (APC) and Rhizomatica, and funded by the UK Foreign, Commonwealth & Development Office’s Digital Access Programme. LocNet aims to support meaningful community-centred connectivity initiatives in Africa, Asia and Latin America and the Caribbean, while contributing to an enabling ecosystem for their emergence and growth, with a focus on digital inclusion and connectivity in marginalised areas.

In Brazil, LocNet commissioned a team of researchers representing the Internet and Society Reference Institute (IRIS) and the Internet Society Brazil Chapter’s Working Group on Meaningful Connectivity to lead the project. The Brazilian team is leading the formation of a national multistakeholder alliance and the development of a strategic plan to strengthen community connectivity in the country.

This national strategy report was drafted based on a robust consultative and participatory approach, which included in-depth interviews with key players in the field, meetings with an advisory committee of prominent representatives, and the National Connectivity Meeting, which brought together community networks from different areas of the country, and representatives from the technical community, academia, the private sector and civil society. The main purpose of this process was to reflect on and choose priorities for strengthening and sustaining community- centred connectivity, with the final document being a synthesis and careful analysis of these priority choices.
